Haddam Construction Company Owner Arrested For Failing To Provide Workers' Comp, Officials Say

Dec. 11—HADDAM — The owner of a Haddam-based construction company is accused of failing to provide workers' compensation insurance prior to an employee being seriously injured at a worksite.

Lou Milardo, 58, of Haddam, was charged on Dec. 3 with two counts of noncompliance with insurance requirements, according to a news release from the Office of the Chief State's Attorney.

Officials said Milardo, the principal owner of Lou Milardo Builders, LLC, and J&L Milardo, LLC, is accused of failing to carry workers' compensation insurance coverage for his workers as required by state law.

The violation was uncovered after an employee of Lou Milardo Builders was involved in a serious work-related accident in August 2021 while operating heavy machinery on a worksite, prosecutors said.

Officials said the state paid a total of $85,489.22 in medical and indemnity payments for the injured employee through a state operated workers' compensation insurance fund that covers uninsured workers.

The database of the National Council on Compensation Insurance revealed Lou Milardo Builders, LLC, never carried a workers' compensation insurance policy, but that J&L Milardo, LLC previously carried a policy before it was canceled for non-payment.

Officials said the since-canceled J&L Milardo policy demonstrates that the defendant was aware of the state law requiring companies to carry insurance coverage or prove they have the financial ability to compensate injured employees.

Officials said Milardo was released on a $10,000 non-surety bond and is scheduled to appear in Middletown Superior Court on Jan. 20.

Milardo did not immediately return a request for comment.
