Disability Accommodation Denied For Promotion At Work. Need Advice.

First, for context, I am considered legally blind and had to surrender my driver's license 6 years ago due to a genetic condition. I can still see enough to do well at my job but do not have the ability to drive.

I am currently the assistant manager at a grocery store. The store manager left about 2 months ago and I have been running the store since then. I was offered the promotion by my district manager and HR but had to submit paperwork for a disability accommodation because company standard operating procedures mandate a store manager must have a driver's license, specifically for getting to the bank for deposits. After submitting the paperwork my promotion was signed off on by both the district and regional managers and regional HR. That was a month ago.

After about a week I received a message from my district manager that I would not be getting the promotion and that my accommodation request had been denied by somebody higher up in HR. They are not willing to grant an accommodation for that policy even after I had been already doing the job for more than a month with no issues getting to the bank.

I appealed the decision and stated that if it was not acceptable to get rides to the bank from fiends, family, or taking an Uber that I could also take public transportation or ride my bike as alternatives. The accommodation was then denied again. In the meantime I am still expected to keep doing the job they say I cant get promoted to indefinitely while they start the search for anew manager. My biggest issues with this are the fact that not only have I already been doing the job not only for the last 2 months, but also for 3 months last year while my manager was on medical leave, and that I am already getting to the bank just fine and gave them several reasonable alternatives to transport myself that don't require a driver's license. We also have 3 other people at our store that are authorized to go the bank so I am not the only one who can do it.

I am just not really sure where to go from here. This would have been a huge step up for me in pay and benefits and would be much better than anything else I can get in my area without being able to drive. I filed a discrimination complaint with HR over this and while the HR rep I spoke to was sympathetic she said she could not overrule the decision from corporate and they will not revisit the issue.
