Probate Attorney Took The Money And Ran- Police Say It's A Civil Issue, The New Attorney Can't Start On The Estate Until He Renounces His Position To The Courts, And He Has A History Of Doing This. What Now?

Probate attorney took the money and ran. He has been sactioned for this before along with using prescription drugs in a nonprescription setting.
It's been over three years since we hired him. We have evidence of him outright lying to us- he was saying the paperwork to finalize things was in the mail for over a year and a half. He lied about handling her car when it was impounded, never contacted the impound company, and allowed it to get auctioned off. That car was worth over $15,000.
He's been saying the check and the piece of paper renouncing his position as attorney for my mothers estate it's in the mail for over two months now.
Cops say it's a civil issue.
He's a former district attorney, so I suspect shenanigans afoot their but can not prove it.
What are my next steps? What if he does not have malpractice insurance and does not have any assets? Can I link a copy of his previous sanction on his Google review page so he can't scam anyone else out of a ton of money?
He seems to specifically Target elderly people and people who are otherwise very vulnerable by the way. This man is definitely a predator.
