Wife's Cat Came Back In Really Bad Shapeanima

Hello all, My wife left one of her cats with her brother when she moved in with me. She left him because the brother was supposedly super attached to the cat. Well they got in trouble with their landlord for having too many animals so had to get rid of the cat. It had been about a year. We went to pick him up and found he had fleas. OK no biggie. Next day we noticed him scratching his ears like crazy so we took him to the vet. He's had ear mites for several months, unchecked. We paid $200 for the vet visit, plus we will need to get ear mite meds for the other cats. He also needs another visit in a couple weeks. My wife noticed he had lost a lot of weight and asked about his eating habits and was told he's been eating dog food because they ran out of cat food. So we're going back to the vet for blood work. I'm going to be calling the Humane Society about their other animals because they don't deserve to suffer regardless of the outcome, but they are refusing to take care of the current vet bills, so what should I do? I thought of having an attorney send a demand letter or small claims, especially if the cat has issues from eating dog food.
