How Can I Legally Take This Cat?

There is a cat named sushi in the house i am currently living in, it is my boyfriends house and we live with his mother. Sushi has turned into our cat while we've been staying with her for almost a year now. We are planning on moving out but want to take Sushi for multiple reasons, the biggest being she does not get attention in the house if we arent there. The mother claims all the cats and pets are loved equally, but she only focuses on a cat named fish and only sits with him. She ignores all the other 5 animals in the house besides making sure they are fed and watered. We asked her if we could take sushi, but she refused saying she needs sushi. Sushi does not spend time with her as she is always around either me or my boyfriend and ignores everyone else. Sushi even sleeps with us in our room and spends most of her time in there as she has separation anxiety. We are not sure if she chipped, but 90% sure she isn't and the mother does not take sushi to vet visits and instead makes her step kids do it. Is there any way we could legally take sushi?
