Neighbor Is Using Their Property As A Target Shooting Range. Covenants And Restrictions Specifically Forbid This. Since Police/sheriff Cannot Enforce It As They Are Not Breaking Any Laws, What Routes Do I Have To Prevent Them From Doing This?

Location: Indiana

I live in a small neighborhood in the country. I am an avid gun owner and have no issue with people using them. However, a new neighbor has moved in and is refusing to stop shooting their firearms at all hours of the night and day. Our neighborhood has specific covenants and restrictions that are required to be obeyed, one of which forbids any firearms from being shot on our property other than in self defense.

What legal recourse do I have? How far can I take this to getting them to stop? I have been told Covenants and Restrictions have no real bite to them, just consistent warnings.

Sherriff has essentially told me it's a civil matter not criminal.

For reference the neighbor is being safe, according to them, and they are trained I am sure as they are law enforcement themselves.

The specific violation states as such:

"No noxious or offensive trade or activity or unlawful or immoral activity shall be carried on upon any tract, nor shall anything be done thereon which may be or become an annoyance or nuisance to the adjoining owners. No firearms, bow and arrow, or other weapon of any kind shall be discharged upon a lot unless in the lawful defense of person or property."
