Is This Worth Reporting To The Police? Will They Do Anything About It

So i just found out that my new neighbor is a sex offender. He was convicted in 1976 for the kidnapping and rape of a 13 year old and was sentenced to life in prison without parole. This happened in Virginia and it looks like he appealed it multiple times and was denied but eventually got out on some weird geriatric loophole a few years back.
The other day my little sister (turned 18 less than 2 weeks ago) was over and he came over and introduced himself and told her this whole long sob story about how he’s a veteran and the government is neglecting him and he has no furniture and said that if we ever needed rides or anything to come over. I’m really freaked out by this. He’s an old man and if he kept to himself I guess that would be one thing but the fact he’s coming over and lying and trying to manipulate her put a really bad taste in my mouth, not to mention there’s multiple children who live down the road from us.
I’ve already told my landlord who owns the neighbors house as well because I don’t think he did a background check at all, and he said he would try to get him out. I just want to know if this is worth reporting to the police or if they would even do anything about it because she’s 18 now.
