Oregon - Park Changed Locks On My Deceased Mother’s Manufactured Home Before Proper Notice. Can They Legally Do This?

My mom passed away recently in Lane County. She owned a manufactured home (1970s double-wide) but rented the space. I’m her adult child and next of kin.

Timeline (simplified for posting rules): • 11/12 - Mom passed away. • 12/01 - I notified the park manager by phone. • 12/04 - Manager called, said corporate told her to “put locks on the doors.” I told her that was inappropriate and she said she’d follow up. She never did.
• 12/05 - Another tenant told me the manager told them she planned on changing the locks on Monday.
• 12/09 - I went to the home and discovered the locks were changed.
• No written notice was received before the lockout. • While I was at the property, the sheriff’s office tried calling the park for me, no answer.
• Park claims they’re following ORS 90.675 (“abandonment”), but I had the keys, was accessing the home, and caring for my mom’s belongings. • They have not seen a death certificate or verified anything prior to locking me out.

My questions: 1. Is changing the locks without notice a violation of ORS 90.375 (unlawful exclusion)? 2. Is an “abandonment” claim valid when next of kin is actively accessing the home? 3. Can I demand immediate access to the property? 4. What are my next steps? 5. Is this something small claims or civil court might handle if park refuses to comply?

I have already contacted the Manufactured Housing Ombudsman and the state’s Estate Administration Unit. Looking for legal guidance on what to do next.
