‘biggest Oil Deal In World History’: Trump Announces Massive Venezuela Oil Deal Covering 65 Billion Barrels
More than 65 billion barrels of Venezuelan proven oil reserves are at the centre of a new US-Venezuela agreement announced by President Donald Trump, potentially giving American businesses a much larger role in one of the world’s biggest oil resources.
But the headline number needs context: Venezuela has about 303 billion barrels of proven crude reserves, while its current production is only around 1.25 million barrels a day. The agreement’s eventual impact will depend on how the proposed US control is implemented and how much additional oil can actually be produced.
US Targets Venezuela’s Reserves
Trump announced on August 28 that the United States had secured majority control of more than 65 billion barrels of Venezuela’s proven oil reserves through a partnership with private businesses. He said the arrangement came at no cost to US taxpayers.
Reuters reported that Trump provided few details about the agreement. The announcement therefore establishes the headline figure and the intended US role, but not a complete commercial framework covering individual fields, investment commitments or production schedules.
The scale is nevertheless significant. The US Energy Information Administration says Venezuela held approximately 303 billion barrels of proven crude oil reserves in 2023, the largest such reserve base in the world. On that benchmark, the more than 65 billion barrels cited by Trump represent roughly 21.5% of Venezuela’s proven reserves.
That figure should not be interpreted as 65 billion barrels of newly available oil for US consumers. Proven reserves are underground resources that require investment, infrastructure and production capacity to be converted into actual supply.
Production Trails Reserve Wealth
Venezuela’s central energy challenge is the gap between its enormous reserve base and its relatively modest current output.
US Energy Under Secretary Kyle Haustveit said on August 18 that Venezuela was producing around 1.25 million barrels of oil a day. He also said more than 500,000 barrels a day was being exported to US refineries.
The contrast is stark. A country holding the world’s largest proven crude reserves is currently producing only a fraction of the volumes that its resource base might suggest.
Infrastructure and investment are therefore critical to the commercial value of the new arrangement. Venezuela’s oil industry has faced years of operational and investment constraints, while much of its crude is heavy or extra-heavy and requires appropriate production and refining capabilities.
The new agreement is aimed at expanding the role of private companies in developing those resources, but the pace at which investment can translate into higher production remains uncertain.
Investment Claims Need Context
Venezuelan officials have attached large economic projections to the agreement.
According to Reuters, interim President Delcy Rodriguez said the arrangement could generate nearly $100 billion in private investment and more than $209 billion in tax revenue for Venezuela.
Neither figure represents money already committed or revenue already collected. They are projections associated with the planned development of Venezuela’s oil resources.
That distinction is important because the investment requirement for increasing production can be substantial. New wells, field redevelopment, pipelines, processing facilities and other infrastructure would need to be developed before additional reserves could translate into sustained production.
The agreement’s economic significance will therefore be measured not by the headline reserve figure alone, but by actual capital deployed and barrels added to production.
US Refineries Already Buy Crude
The United States already has a direct commercial connection with Venezuela’s oil industry.
Reuters reported on August 18 that more than 500,000 barrels a day of Venezuelan crude was being sent to US refineries, representing about half of Venezuela’s current output.
That existing flow provides an immediate commercial context for Washington’s interest in Venezuelan crude. The new agreement could potentially expand the role of US companies in producing and supplying that oil, but the extent of any increase in US-bound volumes has not been established.
The deal also comes as Venezuela’s oil exports have been running at around 1.25 million barrels a day in recent months. Reuters reported on August 21 that trading firms had exported more than 140 million barrels since January, while exports had struggled to exceed 1.25 million bpd.
This highlights another constraint: increasing production is only part of the challenge. Venezuela must also have sufficient infrastructure to move additional crude to export markets.
What Happens From Here
The most important unanswered questions concern implementation.
Trump has announced majority US control over more than 65 billion barrels, but the precise commercial structure has not been fully disclosed.
Reuters had reported before the announcement that Washington and Caracas were considering arrangements that could give US companies long-term access to Venezuelan oilfields, including possible leasing and development models. Those discussions should not be treated as final terms unless formally confirmed.
For now, the agreement is best understood as a major shift in the intended role of US companies in Venezuela’s oil sector rather than an immediate addition of 65 billion barrels to global oil supply.
Venezuela has the reserves. The harder question is how quickly those reserves can be developed into commercially viable production. The answer will depend on the final contractual structure, investment, infrastructure and the ability of operators to increase output.
