Someone must have abandoned her there, dumped her at a gas station without anything to help her. He took her in and made every attempt to find her home. No one claimed her, and he had only one choice. He took her to the vet, got her cleaned up and in good health, and decided she was his. She stole his heart during the time he mended her health.
And on the bright side she didn't just steal his heart, but she stole the heart of his other pets as well. His two dogs loved her instantly, there wasn't any fear or hostility. His senior cat is very patient with her. He says she loves being in the car (unique for a cat), and is very affectionate.
