South Carolina House Advances Earthquake Insurance Bill. Here's What It Includes
COLUMBIA, S.C. (WCBD) – A push to strengthen South Carolina's preparedness for earthquakes moved forward Wednesday as lawmakers advanced a bill that would require insurers to clearly inform homeowners when their policies do not cover earthquake damage.
The proposal comes on the heels of several small quakes that were felt in the Lowcountry, Midlands, and Upstate regions over the past few months, renewing concerns about how well residents are protected if a stronger seismic event occurs.
House lawmakers approved an amended version of H.3227 on second reading with unanimous support.
The bill, sponsored by Rep. Gil Gatch of Summerville, along with Reps. Wendell Gillard of Charleston, and Michael F. Rivers, Sr., of Beaufort, would require insurers to notify policyholders at the time a residential property policy is issued – and again at each renewal – if earthquake coverage is not included.
The notice must appear in bold, easy-to-read type and encourage homeowners to contact their insurer about adding coverage.
Gatch spoke on the house floor in support of the amendment, emphasizing that homeowners should not be left guessing about whether they are protected.
The bill's movement at the State House reflects growing attention to seismic risk in South Carolina. While major earthquakes are rare, the state records 10 to 15 small quakes each year, and several have been strong enough to be felt by residents.
Examining South Carolina's earthquake history and activity
Many homeowners do not realize that standard property insurance typically does not cover earthquake damage, leaving them vulnerable to costly repairs.
If the measure becomes law, it would take effect in January 2027. The bill now heads to the Senate, where lawmakers will decide whether to adopt the House's changes or make additional revisions.
A final vote in both chambers would be required before the bill goes to the governor's desk.
