80 Year Old Father Was Billed $6,100 For Duct Cleaning After No Estimate Was Provided

My dad is 80 years old and lives in the Houston area. He searched Google for a duct cleaning company because he wanted to make the house cleaner for my mom who has asthma. The company came out and did the work, but they never gave him any price or estimate before starting. When they finished, they handed him an invoice for $6,100 with vague line items such as deodorizing mold control antibacterial treatment and a UV light. They did not show him any mold or explain why these extra treatments were needed.
He paid because he felt caught off guard and did not want a confrontation with them. Now he feels embarrassed and upset and I am trying to help him understand whether this is something that can be challenged. No complaints have been filed yet and no contact has been made with the company. I have not contacted any agency or the bank until I understand what steps are allowed in this situation.
I am trying to find out whether there is any possible recourse in Texas when a company performs a service without giving a price beforehand and then charges an amount this high, especially when the customer is elderly. I would appreciate guidance on what options may exist or what agencies in Texas handle situations like this. If this is just a really expensive lesson for him, so be it but I feel wrong not trying to help him at all.
