Apartment With Unsafe Front Door

Location: Washington state.
My daughter just moved into an apartment in Ellensburg WA. It’s a small college town and she just got the keys yesterday. The front door is in bad shape, looks like it was kicked in. She sent a video and you can push the top corner of the door in enough to get your hand through. She asked the the office to replace the door and was told they have to wait for corporate approval. She didn’t tell me about it until today and the office is closed so I left a voicemail. She’s living with her boyfriend so theyre going to nail some 2x4s on the inside of the door and get a door bar for more security.
Anyways, I looked up the law, linked above, that states that we can pay to fix the door and they credit her towards rent. I’m jast looking on insight on I should approach this since legal jargon is difficult for me. I’m thinking of getting a guy out there for a quote tomorrow and give the office 24 hours from Monday to get it fixed or have someone else do it.
