Are My Landlords Committing Fraud?

Location: WA state

Long story short, my landlords suck. We rent the basement unit of a 3 story house, 2 other people live upstairs. We had other neighbors until recently when landlord issues came to a head and they left. All parties mentioned have issues with these landlords lying, withholding info, and gaslighting.

We have been living here 2 years and have had various issues with them. Like not fixing an out of date, very poorly functioning furnace, for example, that causes the electric bill to be 1200 dollars for two months in the winter. The energy company has even stated it is running very badly and needs to be replaced. But the landlords just say, “no we talked to them and it doesn’t.” Which is a bald faced lie.

They claim to live here as their primary residence, but they don’t. They get mail here but they live and work in Oregon. Sometimes they rent an apartment, sometimes they live in a van or camper. I think they claim to live here part time so they don’t have to keep up with fair tenant stuff. Possibly also for fraud reasons, tax evasion and stuff? They are here a few times a year for a handful of days.

Regardless, they don’t live here, and they don’t have a property manager or anyone that works on the property for us. We either have to wait weeks-months for them to address things, if they address them at all. They keep a bunch of their stuff here in the shed and a room upstairs that’s “theirs”, which they sleep in when they are here and are loud as hell and constantly wake us up and disturb our peace.

They also made the last upstairs tenants pay rent in cash so they wouldn’t have to claim it on taxes.

I’m having a hard time finding a solid answer because I don’t know any lawyers and we also live just past the county line, so the county can’t really help us with anything. I just want to know if we could in theory build a case against them. We are currently building a timeline.

I am disabled and we can’t really afford to move at this time nor do we want to. Other than the landlords, we love living here.
