Born Without Birth Certificate
Long story short my fiancé was never born in a hospital and never had a birth certificate (Location: Alabama). She was shuffled around through the foster care system and received a temporary one due to a name change from one of the foster parents. Fast forward shes in her mid-20’s, the temporary certificate was destroyed, and we now live in Florida. Shes tried to contact her states bureau but shes been told that she doesn’t exist in the system, which is odd because she has a copy of her social and also a state ID. Is there any steps we can take to get a copy? She tried for over 2 years at one point but gave up.

So the state of California actually issued her birth certificate & Social Security (bio parents/ adopted parents dont have parental rights) but doesn’t know the county.I asked what were the beginning 3 digits of her social to verify the area and it belongs to a Louisiana area which is odd because she has never been to the state. Still keeping hope and thank everyone for the help! Will try to keep researching and of course appreciate any and all help.
