Buying A Car When The Title Isn’t In The Seller’s Name.

Hello, I’m considering buying a vehicle in which the seller doesn’t have it registered in their name. I have gone to inspect the vehicle, all looks well. I checked the VIN and verified that the vehicle hasn’t been stolen and doesn’t have any lien holders. The seller has shown the me the title with the previous owners name on it showing on the back that it was signed over to them. I told them to go get the title in their name and then we could talk. Unfortunately I am working seasonally here and leave in 3 weeks(I am from out of Arizona). The seller called me and told me that it would take longer than that to get the title put into their name. They then told me that they would explained the situation to them and the DMV gave them an “open title” of sorts, and that the DMV told them to have me take it to DMV immediately after completing the sale to get the title put into my name. I know open titles are usually sketchy but I’ve never heard of a DMV issuing one.
