California- Mil Was Left… The Garage

Wife’s grandpa passed away. Apparently before he passed he wanted to read his will. My wife and I’d didn’t make it in time for that. So these details are from my MiL. Since she single and kinda the black sheep I plan on helping in any way I can. But I’m a little concerned with what was left to her. There’s a home that is left specifically to an Aunt and Uncle. But what I was told, my MiL can stay rent free. She live in the garage. A section was converted into a small studio for her. As one could surmise, it’s not permitted. My wife and I had long term plans to eventually have her live with us. But that on our end is a ways off.

2 questions

Is this really enforceable? Like if her brother and sister said they want to get the house on the market tomorrow, does my MiL had any way to delay it?

Second question, say we have her move in with us now, she rents her studio, how much of a legal liability is it? Like in the whole house at risk if something were to happen with a hypothetical renter in an unpermitted unit?
