California Unclaimed Property – County Approved Funds But Client Hesitant To Deposit

I recently handled an "unclaimed property claim" (service payments) with a County in California for a doctor’s office and wanted to get some insight from others who have dealt with similar situations. We submitted multiple outstanding checks, and the County approved 20 out of 25. The remaining 5 were denied, with the explanation that those had already been reissued and ultimately cashed based on their records.

From my research, the County is relying on warrant registers, reissue history, and bank reconciliation data, which appear to be fairly reliable and well documented. That said, the challenge is on our side. My client’s internal records from that time period are not very reliable, largely because those accounts were handled by a billing company we no longer work with.

Now the client is hesitant to deposit the 20 approved checks due to concern that some of these payments may have been received historically but not properly recorded. At the same time, the County has already approved and reissued the funds, which suggests a strong level of confidence that the payments remain outstanding.

I understand there is at least some theoretical risk of duplicate payment, but from a practical standpoint, it seems unlikely that a County would miss something after going through what appears to be a fairly exhaustive review process.

I am trying to balance practical risk versus administrative reality. Has anyone been in a similar position where records were incomplete but funds were approved and reissued? Did you move forward with depositing the checks, or take a more conservative approach? Also curious if anyone has seen a County or the State come back later to reclaim funds in a situation like this, and what the potential exposure looks like when historical record-keeping is not perfect.
