Can A School Legally Deny A Homeless Student?

Location: Washington state

Im 15, and have been attempting to attend high school in centralia.. And im at the point it feels they are discriminating against me. My only legal gaurdian (my mom) is currently homeless and staying in her car at Centralia. She did not want to stuff me in her car, so im currently living in a house with non related people in Chehalis. I need to go to centralia so i can see my mom after school, but they simply wont accept that im "Doubled up" and in a temporary housing situation.

I have been trying to appeal under the mckenny vento law.

I would like to ask what you all make out of this law, because the school district states "you are interpreting it incorrectly"

RCW 28A.707.030

(5) If a dispute arises over school selection or enrollment in a school, the homeless child or youth must be immediately enrolled in the school in which enrollment is sought, pending final resolution of the dispute, including all available appeals. The choice regarding placement must be made regardless of whether the homeless child or youth lives with the homeless parents or has been temporarily placed elsewhere.

Reason for their denial: "School of origin is chehalis. You currently sleep in chehalis. That law only applies for School of origin"
