Car Dealership Doesn’t Have Title To The Car They Sold, So We Can’t Register It. What Options Do We Have?

Hello,
My younger brother bought a car from CarMax in Texas, and was issued the temporary plate, as well as the first license plate as directed by state law. When he went to renew registration however he kept being denied, and when speaking to the Tax Office they told him there was an issue with the title paperwork.
He went to CarMax, as they are the lien-holder on his payment, and they essentially told him they don’t have the title, or there was an issue with the title on paperwork, and they could get him a temporary plate while they find a solution. He is about to be finished with his third temporary plate (max limit in Texas of 3 per vehicle) and still has no solution from CarMax. I apologize for not having all the details as I’m trying to help him out, but from the basics I can give is there any options we would be entitled to from the sounds of it?
I plan on going to the dealership with him to get a better understanding of the situation myself but wanted to get a little bit of insight first.
Edit: after asking more, CarMax doesn’t have the current title, they were trying to get a duplicate from Alabama of the most recent title
