Contract Changed Without Notice?

My boss recently put me on a PIP stating that I haven’t been meeting productivity standards. Thing is, they mentioned 20-25 billable hours while my contract from s few years ago (haven’t gotten a new one since) says 18 at minimum. I’ve been averaging 15-17 billable hours a week and have mentioned multiple times I need more. There were also many errors and discrepancies in the PIP and I submitted a formal written response.
1) Does my 2024 contract still govern, given I never signed anything new? What's the legal effect of an employer verbally/informally raising a standard without a written amendment?
2) Is there anything in Oregon law or my contract about required notice before changing performance expectations?
3) Does silence (me continuing to work without a new signed contract) count as accepting new terms, or does the original contract still control?
4) Could the gap between "18 minimum" (written) and "20-25" (stated in the PIP) be used to argue the PIP itself is procedurally defective or issued in bad faith?
