Doctor Refusal To Sign Death Certificate

My mother passed away over two weeks ago and her doctor’s office has refused to sign her death certificate several times over this period, with the coroner and funeral home requesting them to sign.

She was seeing her primary care physician there for years and they recently retired. The coroner said it was still the doctor’s office’s responsibility to sign and they have again refused as of today, two weeks after her death.

If there isn’t legal action that can be taken, who can I make a complaint with? This process with this office has been drawn out and delayed my mother’s cremation. She has been sitting in a freezer with the funeral home this entire time.

Edit: Thank you everyone for your help. I just received word that the coroner will be signing so she can now be cremated. I am glad at least that is resolved and she can be at peace. I will be reaching out to the medical board regarding her PCP office.

Edit: I just wanted to add that whoever declares her dead is not the one to sign the death certificate. In my state, she died unattended and her PCP was obligated to sign given her medical history.
