Employers Retroactively Changing Bonus Structure

Location: Texas

I work at a company that has a large number of trainees accruing hours for their professional certifications. These trainees are part of a specific trainee program.

In this program we are not eligible for the bonus company employees recieve on a annual basis. Instead, we are able to qualify for a quarterly hour accrual bonus for completing a set number of hours that apply towards our future certification.

The trainees were informed this evening of "enhancements" that arw coming to our bonus structure. These are changes essentially comprised of 2 components. Firstly, they are adding back in the annual bonus for trainees (yay). Secondly, they are no longer providing hour accrual bonuses for 2026.

Here is where I question the legality of this situation. They are not awarding trainees their earned bonus for hours accrued in Q4 of 2025. They stated in their email today that this is effective as of 10/1/2025. Instead, they will be providing 25% of the 2025 annual employment bonus to trainees who met the accrued hour requirements for Q4 of 2025. This would essentially be 1/3 of the bonus I would have received.

Is my employer legally justified in retroactively changing the value of my hours accrued towards a defined bonus structure?
