Ex Bf Carjacked Me / California

Location: califoria My exboyfriend beat me and carjacked me on a hwy 199 in the middle of narrow cannon. He pushed me out of vehicle injuring my ribs and ripped out my earrings in my right ear and my mouth and jeans were bloody. He then took off in my car w my purse , phone , wallet and money and I had to walk bloody and hysterical down a 2 way cannon as sun was going down in the middle of the redwood forest. I finally got to a call box and called into chp and as I waited a couple picked me up and drove me to my home over oregon border ...45 mins away from California where I was carjacked. His mom begged the police to not press charges if he got mental help because he was having mental health breakdown and she knew this would send him back to prison. I agreed to this and as long as he paid for damages. We'll he took my car on a 7 hr joy ride ...breaking my glove compartment and passenger heater he pulled out of dash board .. he smashed bumper into something and just destroyed inside of car. At 4 am he called his mom and I told him if he didnt bring car back I wld press charges . My moms ashes were in vehicle and he was driving recklessly at speed of 100 miles an hr. I then hung up and fell asleep. At 11am I woke and went outside and my car was in driveway and he was nowhere to be found. ...he had also used my bank cards and got into some of my accts. His mom had took him to seek mental help but of course he jumped out at facility and refused. Fast forward and here it is almost a year later and he is refusing to pay for damages or acknowledge event ever happened. I reached out to couple that picked me up and they said they wld give statements . Can I still seek legal action for him not holding up to what he was suppose to?
