Harassment And Stalking From An Ex Classmate

Hi, guys.. so what can I do? I am autistic so I'm genuinely not sure what would be appropriate. I have tried looking it up and everything I see says report it. But to who? I have an ex classmate from cosmetology school that started harassing me in person. When I dropped school she switched to contacting me online. I reported her to my school they told me to get the police involved. I did; they called her to give her a formal warning and told me to get a restraining order. When I went up infront of the judge she said she can't actually do anything unless she psychically assaults me. Sounds kinda like bull because why would you not be able to put up preventive measures before things get psychical? This all started in September and she is still on about this. I haven't contacted her once since then because that is what the police told me to do; not engage. I'm worried that if I do get her in trouble things will escalate because unfortunately; things are escalating with out me even doing anything. This girl is verbally aggressive towards me; she post stuff about her thinking it'd be better for everyone if I just kms. I also have stressed induced seizures and she used that to mock me and say "I hope she has one so bad she dies from it." Is it a reach to say she's threatening me? I quit school and my job because I no longer felt safe. My old job did ban her but my school isn't doing anything not even suspension. So genuinely if I can't take it to the police or court; where do I? She does know where I live I don't have money to move rn and she does show up in my neighborhood to taunt me (grocery store, gas station, etc.) She doesn't live near me and my school isn't close enough to just happen to wonder by.
