Haven't Been Paid 2 Checks. What Should Be Done?

Posting on behalf of my friend. She's been working for a custodial company for 6 weeks now. They get paid weekly. However, her 2nd and 3rd checks have not been received. She gave the company her account and routing number the day of her 1st check. When 2nd week comes for payment, she didn't receive any money. When she asked her manager, he told her to send it again, saying he didn't remember getting an email. She had to send him a screenshot of the email and text when she told him she sent it. They said they'd work on it. 3rd week comes, and there is no payment for that either. She asked them about it again. Got back with them working on it. The 4th week came, and she got paid her check for only that 4th week. It's basically a back and forth where she's getting her current checks but not the 2nd and 3rd weeks. She went online to see her paystubs, and they owe her $800 after taxes. She also found out there's tomes her coworkers don't get paid till later and random times. But they're not giving her a time for when she'll get the money. What and who should she report to about this?
