Hit By A Car, No Plate, Law Enforcement Uncooperative And Belittling

I was hit by a car yesterday, ended up on the pavement in a very public space surrounded by cameras and near a busy road with one of those Automated License Plate Recognition cameras

I was in a sidewalk next to the road, he was pulling out of the parking lot and nailed me

The driver got out of his vehicle and asked if I was okay, he was on the phone as he had told whoever he was talking to that he had just hit someone clearly distracted

At this point I am dazed and full of adrenaline so I wave him away and say I'm fine I'm fine and walk away

He hurries off in his car probably very grateful, did not offer me any assistance, did not offer to exchange information, did not argue with my claim of being "fine" when I was not. I was scared and nervous out of my mind after just being hit by a car, even when I looked at the mirror once I got home and saw how swollen my arm was I felt "fine" but immediately went to the emergency room anyway.

Got xrays, my arm was fractured. After I got out of care in a cast I called non emergency and filed a police report since I had no idea what to do after being hit like that. I was not even sure what color the car was that hit me, gave as much info as I could though the officer was very...offputting and sounded like I was wasting his time without a plate and only a vague description of the vehicle despite the exact location and very public area the accident occurred.

Today I called them back and gave them more info, as I was able to get security camera footage of me getting hit, and the exact kind of vehicle it was and was excited to have a bigger lead to follow up. The new officer that returned my call was extremely belittling to me, and I felt as if he was blaming me for not exchanging information and telling me that I should have known better and exchanged information with the driver and as a result, no crime was committed so they cannot help track down the license plate of the person who struck me.

And now I'm afraid I'm going to lose my job, oregon is an at will state and my job requires two, functional arms to do. And one of them is in a cast for what I was told might be 3 months.

If I can't turn to the literal police to help me what am I supposed to do? I've tried talking to all the businesses nearby that MIGHT have gotten footage of the vehicle to get a plate but they were either uncooperative without police involvement or were unable to see the plate. And every day that passes the less I believe the chance of finding the person diminishes greatly

So I have footage of me being hit, very clear pictures of the vehicle, and basically the police won't help me get in contact with them unless I can get a plate from a local business.

What is my next possible legal step? I feel so helpless
