Hotel Valet Gave My Car To Another Guest Who Drove It For Hours And Damaged It

I stayed at a large casino hotel this weekend and used their valet. When I went to get my car the next morning, they scanned my ticket and told me the car had already been picked up around 2am.
Security checked cameras and figured out that a different guest was somehow given my keys. Apparently he came back several hours later. Nobody from the hotel contacted me when this happened.
My car now has a scraped front bumper, one wheel is pretty badly damaged, and there were about 140 extra miles on it. The hotel admitted their valet employee handed over the wrong keys, but they're saying the valet ticket has language limiting their liability to $500.
They also won't give me the other guest's information and just keep telling me to go through my own insurance.
Does that $500 liability language actually protect them when they literally gave my car to the wrong person? Should I be making a claim against the hotel, the valet company, or both? Also is this something I should file a police report over even though the car was returned?
I knew I shouldve just stayed home.
