Is It Illegal For A Company To List A Dead Person As A Registered Agent? If So, Who Would I Report It To?

An LLC that I used to do business with and is shady in various other ways lists a dead person as the registered agent.
How do I know this?
The registered agent listed has the same last name as the CEO, and it is a very uncommon last name. I am 99% sure that it's a family member.
An obituary for someone with this name lists a surviving relative with the same name as the CEO, and the obituary describes both of them as being from the same town as the home addresses publicly listed for both of them. There are no other surviving relatives with the same name as the dead person that are listed in the obituary.
Based on the public corporate filings, the person who I believe is dead was removed as a registered agent two weeks after the date of death listed in the obituary. He was added back in as a registered agent two months after that.
If it is indeed the case that the company is using a dead person as a registered agent, is this illegal? If so, who would I report it to? And lastly, why would someone list a dead person as a registered agent?
