Is My Car Stolen? (az/wi)

I need some advice over whether or not to report a vehicle registered in my name as stolen.
I'm in the process of moving cross-country. My parents offered to help me out with my broken vehicle by swapping cars. The plan was for me to get my dad's old car in my name, and for them to get my broken car in their name so they could travel to WI, visit family and trade it in or sell it towards an upgraded vehicle for my dad.
At the DMV in Arizona, I was able to get my dad's old car transfered into my name, however since my old car was still in Wisconsin, my parents were told they needed to fill out an Emissions Exemption form before it could be legally registered in Arizona. For housing and employment, I am not in the same city as them anymore so I left them the title, signed on the back, so they could finish up this paperwork and I could work on getting settled. (Hindsight is kicking me in the butt, but I was truly overwhelmed by my move and needed help.)
I just received a call this morning. My mom is in Wisconsin, at a dealership and is saying she needs a picture of my ID because the guy says the sale looked sketchy. I told her to slow down and asked why they needed my ID if the car is supposed to be registered to her name. It turns out they did not register it in their name at all in the weeks since I left them with the title. I asked them if the sale would then be between me and the dealership, and the dealer in the background confirmed this. I asked for time to think because I do not want to send a picture of my ID over the phone. (Basic millennial security instincts and also I immediately know I cannot trust my parents.) Less than 15 minutes after we hang up, I get a text from my mom saying they are going to drive the vehicle to a family members house in Minnesota (5 hours away from where they called me from) and that they are driving now so can't talk.
Now. Before I left them the title, I told my mom I was taking the vehicle off my insurance and she told me she called her insurance agent and it was taken care of on their end. I told her that I do not want them driving it while it's still in my name and she said that she would handle it. I asked if she wanted a reminder, she declined. I asked if she needed it to be written down, she declined.
So a vehicle registered in my name, not insured by me (possible fraudulently insured by my mother?) is driving through a snowstorm across state lines and I am feeling very legally vulnerable to anything that happens with that car. Did my parents steal my car by not giving me time to think after not registering it in their name? Do I report it stolen? If any accident or injury occurs, how screwed am I?
