Landlord Changed Locks To Building

Hi, my band rents a private studio space with 24-hour access. We are one of many studio spaces in the building. The landlord recently changed the locks on the front of the building, and we can no longer access our room inside unless he is there to let us in. There used to be a door code for entry, but it is now a key fob. He does not plan on buying the new key fobs for everyone until he knows how many he needs so he can buy them in bulk. We had no notice of this change. His expectations for the tenants are that he will let us into the building when he happens to be around, and that should do until he gets the fobs. There is no expected timeframe for when he plans on ordering or receiving the fobs. We have asked him to expedite ours, and offered to pay extra for that, but he has refused. I believe this is illegal, as we do not have access to the space we are paying for, plus all of our belongings inside are essentially being held hostage. How can I word a letter to express that we need regular access sooner than he plans without pissing him off?
