Lawsuit Against Apartment Complex

Hi, I just wanted a second opinion. My apartment complex has refused to repair our HVAC unit during the intense summer months in Georgia, which is a breach in the lease. They have not even offered any accommodations or the general portable AC unit. There is now an excess of humidity causing mold growth inside. I’ve provided my own unit and have done my best to keep the mold at bay but it really is almost unbearable. The lease states there is a management/ owner of the apartment and then a separate management company. I want to take both to small claims court to avoid one passing the blame off to the other. However, I can not get a straight answer on where to file the claim. The owners registered address is in one county, the managements registered address is in another county, and the apartment complex itself is in a separate county. I guess I’m asking the best way to approach this. Should I just file all claims in the owners county? Or do separate claims for both in their respective counties?
