Legal Rights As A Wife Regarding Access To Money And See Balances?

Hello, I am wanting help explaining my legal rights as a wife. I am married for almost 9 years, together since 2007, fully dependant since 2015 on my husband. I am mainly a stay at home mom, and Uber as supplemental income. Our daughter is 10, and I am her main carer, he is barely help beyond weekends during the day and sleep time. I do all cooking cleaning and shopping beyond one meal on the weekend he is responsible for. My husband has a 7OH addiction, that has destroyed our finances. I have gotten 2 veteran counselors, and a financial counselor and all plans have failed on his end.

I am wondering what my legal rights are to see finances? My husband's addiction has him hiding money. His main income used to be deposited into an account we shared, and due to his financial negligence that account was closed by the bank due to persistent negative balance. I checked with the bank and this is accurate and true. The issue is he uber delivery drives to supplement income and he does not show me earnings from this side gig, and I do not have access to his phone or email whatsoever. Now on top of this his main income we live off of, is deposited into his cash app and he refuses to cooperate and show me that either. I am now forced to asking him for money and wait, I do not have access to see balances or access to money without asking or earning myself. I am given money here and there, but he refuses to work with me. He is completely uncooperative and blames me for the financial predicament we are in despite me proving that it is him with previous bank records. I am mid 30's and he is later 30's.

What are my legal rights to see and access money without relying on him? What is the process I need to start or inquiry about to see the finances or get answers? I am doing all I can to get independence and my Uber earnings are not enough to live off of.
