Looking To Get My Niece & Nephew Away From Their Dad, And Into My Care If Possible.

To make a very long story short, here is the basic version of the situation. My sister (S) has 3 children. They are 9,12, & 19. S and her husband (B) got into a big altercation in April of 2023. Kids were 6,9, & 16 at the time. The oldest (C) is not B's biological child. S & B got married when C was around 12, but B never adopted him. S was arrested, and has been homeless ever since. She asked the court for B to take care of all the kids, including C. A year passes, and C is essentially kicked out by B, and moved in with his mentor that then became his legal guardian. My husband and I were more than willing to take in C, but he wanted to stay in his town 45 minutes away. B allowed the kids to come over, spend the night, and see us for the first six months after the incident. He then began ghosting us. I have not seen or talked to the two younger kids in two years now due to B refusing to talk to us, and C had not seen them in 2 1/2 years. S was granted visits 2x/week for 2 hours at a visitation center. She got more into drugs, and has been refusing to see her minor children until she is "stable enough". The 12 year old (J) contacted C a few days ago via his coach's phone as he heard that his coach knew C, and had his number. He thought C was dead this whole time. J does not have a phone, and is not allowed to contact anyone using B's phone. C went through a lot of physical and emotional abuse in his home, by both S & B. J told C that B has hit him with PVC pipes, thrown him against the wall, and other abuse. He told C that B is planning on moving them to Idaho. There is court in December to ask for permission to do this. S does not even know this is occurring as we can't get ahold of or find her. C and myself reported these things to CPS. However, B is very close to the Sheriff and we do not believe they will do anything. We were able to discover that CPS and local PD went to the home two nights ago. I reached out to the phone number that J contacted C off of. We have a video recording of J (with his consent) talking about the abuse he has suffered, and has asked to move in with me. I was able to get the name and phone number of the social worker that went out to the home the other night. I left a voicemail as she did not answer. I fear that the kids were abused after CPS and PD left that night due to J reporting what has been going on. I know that aunts & uncles do not have rights in California, but my question is what can I do to assist with getting these kids removed from their abusive home and possibly into my care?
