My Child Is Being Kept From Me

My ex husband (M) and I (F) were in the process of custody mediation with no legal papers yet. I was supposed to pick up my daughter on Sunday but he sent me this text that morning: “Hi. Under advice of my attorney, I am pursuing emergency custody. My attorney has advised me not to return (child) to you right now. 2 weeks is the anticipated time for the appeal to be heard.”
There is absolutely no grounds for emergency custody. I submitted a protection order against him because of emotional and financial abuse over the entirety of our 13 year relationship. Everything has been shut down because of the ice storm so I haven’t heard anything back on the PO. Police cannot enforce anything due to there being no court papers of a custody agreement.
I do have a lawyer but there has been limited talk due to the weekend and closed offices from weather.
This is the longest I have ever been without my 19 month old child and it is absolute torture.
What steps should I take to get her back? What should I know or expect going into this? Can he just keep her from me?
