My Family Took/is Hiding My Intellectually Disabled Sister Because I Filed For Conservatorship. What Do I Do?

So I just filed conservatorship of my older sister (25F) and the temporary/emergency court date is in 8 days. I made the mistake of telling my gma I filed for my big sister who is intellectually disabled and in response, my gma took my sister and is hiding her in a hotel. My gma, mom and aunt all blocked me and they turned my sister’s phone off so I can’t get its location. I have to serve my family the court papers but they aren’t responding to any of my messages. I have my sister’s last location, which is a hotel, but who knows if they’ve moved or not. If I do serve them at the hotel I think they’re at, they’ll know I know where they are and in 8 days when my temporary conservatorship is granted they’re gonna move and hide her again.

For context, they hit and scream at her all day. No one cooks for her so she only eats stuff she can microwave. She’s always filthy and at her last dentist appointment she had 17 cavities and 4 root canals. Every time I visit her hair is matted and I have to detangle it and she hates it and basically attacks me when I do it. The house is also infested with mold and rats. I want her to live with me.

So, idk what to do. Do I just not serve them? I know there’s a form for it but I do know where they are so should I serve them anyways? In California, I have to serve the conservatee and our mom in person, everyone else can be in the mail. But if I do serve them then they’re gonna move again and take/hide my sister and I won’t know where they’re gonna go. Also when/if I get granted emergency conservatorship, when I go get her they’re not just gonna let me walk away with her. They’re gonna make a huge deal out of it and scare my sister more than she’s probably already scared. Anyways, what do I even do?

Edit: I did call APS and they told me they can’t do anything. When the worker came, my gma told my sister to not speak to the worker then the worker just left.
