My Friend’s Apartment Wall Needed To Be Taken Down And The Framing Is Burnt. Next Course Of Action?

My friends live in an apartment within the city of Los Angeles. They’ve been having issues with mold for a while and the landlord finally agreed to do something about it after many requests. (Requests were made well over 30 days ago with no remediation) My friends were moved out of their apartment into a unit next door while maintenance was being done. The property management removed the walls in their bathroom and what’s within the walls is TERRIFYING. My friend showed me all the framing in the apartment and points to all these spots and goes “look at all the mold.” There was most certainly mold, but I noticed something DEEPLY concerning: the 2x4s in the wall have been in a fire. Some are burnt so extremely that there’s no way they are even providing structural support. And there’s mold EVERYWHERE. The landlord is saying that there is only water damage, but it doesn’t take a genius to figure out that everything was on fire at some point. The property management has stated that my friends make more complaints than anybody and that the amount of complaints is unreasonable. They’re trying to just replace the drywall and have them move back in. I asked my father, who is a general contractor, to look at photos I took and he said he thinks it’s dangerous for anyone in the entire building to be living there and that the property would be condemned if it were inspected. What should my friends take as the next course of action?
