My Hawai’i Appartment Complex Has Been Without Power For 2 Weeks (and Counting). Is There Anyway To Get A Reduction In Rent Or Get Any Services Provided?

I (23F) live in an apartment complex in Hawai’i. A couple weeks ago a hurricane passed over the islands, and as a result many areas lost power. Our apartment building was not an exception and we’ve had no power since the hurricane hit. Most people lost power due to fallen power lines, which to my understanding have largely been repaired and most people now have power. However, my apartment complex is still out of power because of multiple breakdowns in the building electrical equipment. The complex has attempted to point blame to the utility company, however the utility company has maintained it was not their equipment that malfunctioned, it was the apartment complexes issue. I understand it’s complicated because the damage occurred during a storm, however this building is very old and not many renovations have been made in its history. Hawai’i is an area that experiences frequent storms, so shouldn’t equipment be built to withstand this weather? They have done very little to provide for the residents during this time. They have placed out 2 generators for our massive complex to share to charge our communication and medical devices, and they are only available during business hours. Additionally we are not allowed to run generators at our building unit, even on our lanai. The towns community has come together to help us, including providing ice and food donations, but I can’t help but feel like some assistance should come from the apartment complex. I am unable to cook since we have electric stoves. Maintaining charge for needed devices has been difficult and I have to rely of friends to let me charge things at their houses. There are many elderly residents who have nowhere else to go, and are unable to charge wheelchairs or refrigerate medications. The complex has explicitly stated in a letter delivered to everyone that they will not reduce rent. Is there any way we could get them to temporarily lower rent, or is there any services that they should legally be providing us? Any help is very much appreciated! I feel like we might be getting taken advantage of because there are many low income and elderly residents who live here.
