My Mom Took/stole Our Car

My mom hasn't been around longer than a few hours for about 10 years. She lives in Orlando and we still live in Florida, but about an hour and a half away. One day she decides to move back in with us because she 'misses us' and 'wants to be with her kids again'. Thats valid I suppose, her and my dad are still technically married, just broken up. So she comes back and the house is very tense. We're pretty poor as is, but we've never had trouble getting by without her. One week our car broke down and we had to get an Uber rental from our Dad because he does Uber. Maybe our third-ish week in, my mom takes the car to Orlando suddenly and doesn't come back until Tuesday. We tell her that she can absolutely never do that again and that she won't be able to drive. If she does this again she will be kicked out of the house. She claimed she was so stressed that she needed to leave. But I was wasting my money on Ubers to get my brother to school, my dad to work and my brother and I to work on the weekend. It was draining all my money for rent that month and we were already so behind. And not even three weeks later she back to driving AND she does it again!! She takes our car around Wednesday night and come Thursday morning she isn't there to take her own son to school. So he didn't go to school that day and I had to Uber my dad to work. And to today, Tuesday she is still not home yet. She is on the insurance so she can do doordash, but the car is under my dad's name. I'm extremely unsure if I should contact the police. Its to a point where my dad wants to get another rental car, but we really cant afford a rental car. Does anyone know if I should call the car in a stolen or not?
