Navy Fed Keeps Denying My Fraud Claim, What Should I Do?

Hey everyone, please give me grace if I do anything wrong, I don’t post on Reddit often but I need some guidance. Location: Oahu, HI Over Labour Day weekend me and my husband went on a trip to the big island of Hawaii. We live on Oahu, we are active duty military. Over the trip my husband was paying for most everything so I didn’t pay much attention to my banking app. Once we returned I noticed a few unauthorised charges, 6 charges in total adding up to almost $3,000. I noticed this on the Tuesday after so it didn’t go unnoticed for very long. I immediately froze my card, made a police report and called the bank. Surprisingly, the police have been more helpful than Navy Fed. I thought they would tell me there wasn’t much they could do but they were very helpful and apparently even found security footage of a man (I’m a woman) using my card in person at local Oahu store while I was away on the big island. I thought this would be a simple fraud claim considering I was on a different island during these purchases. My card was set to expire in September so in August I went to the bank asking to get a new card, they informed me that my new card with the same card number was already in the mail and I should be receiving it any day. I have still never received a card in the mail so I believe that who ever stole my card stole it from the mail. I made a claim to the bank with all the evidence showing I wasn’t here and it wasn’t me making these purchases. Because my card is connected to my Walmart app and most of the purchases were made at Walmart I could see their receipts and they spend $2,000 on pre paid cards. The police told me that is a common tactic used by people who steal cards. But even with all my evidence the bank denied my claim stating “after a thorough investigation we have found no error has occurred”. I thought there must be some mistake so I filed an appeal with the more up to date police report, more evidence of my plane tickets and hotel reservations, the authorised charges I made on the Big island at the same time someone was using my card on Oahu, but my appeal was denied again! And again! And again! All 3 times I appealed they were all denied. I’ve looked into hiring a customer protection lawyer but I haven’t found any on this island. What should I do? Isn’t the bank supposed to insure my money and reimburse me when there is blatant fraud? $3k isn’t that much to a national bank but it’s a lot to us. Am I able to hire an attorney from another state? Any help would be much appreciated.
