Neighbor Escalated To Physically Threatening My Mom. Illinois, Cook County. Stalking No Contact Order Viable?

Location: Illinois

I’m unsure and I just want some help. This issue has been going on for several years but recently I was able to install cameras to gather evidence.

Our neighbors have been deliberately crossing into our property to blow debris and leaves to our parked car and property. Which has not been a one time thing, i have caught multiple instances over time.
We have been getting constant verbal harassment towards our household.
This neighbor have called the police on us multiple times for non emergency situations. Police responded, sided with us, and warned the neighbors for filing non emergency calls.

Today 09/12/2026 it escalated significantly. The neighbor's husband approached my mom while she was alone outside, got up close to her physically, and verbally threatened her saying "oh you wanna fight? Fight with a man then and not my wife.” She never mentioned fighting and repeatedly told him she didn't want to fight anyone. I have this incident on video from our home security cameras.

Monday I’m planning to call CARPLS legal hotline and go to the Cook County domestic violence courthouse regarding a stalking no contact order.

I do have questions which is why I’m writing
Does today's incident + years of documented harassment qualify as stalking under Illinois law?

Does the combination of property harassment, repeated false police calls, verbal harassment, and now a physical threat constitute a strong enough pattern for a stalking claim or would this be better pursued as something else entirely?

Are there any other legal remedies we should be pursuing continuous civil harassment, restraining order, small claims for property damage or should we focus on one thing at a time?

Is there anything any of you suggest.
