Neighbor Insisting On Going 50/50 On A Shared Fence (on Our Property).

Location: MI

Our neighbors hang out outside a ton, we do a little but not nearly as much. There is an open area between our yard and their fence, and since we're situated a little higher we can see down into their back yard a little. (Not that we're really looking, we mind our business and haven't spoken to these neighbors much.) The fence bordering their yard has a head-sized hole in it. I discovered that just today when the lady of the house popped her head through like in The Shining. She said "You guys probably don't want to see us, how about we put a fence up there and go 50/50." We JUST got our roof fixed, so I told her I wasn't too worried about it but she I didn't mind if she put one up! She keeps staring at me through that hole in the fence and says "Well it's on your property so you do need to pay for half. There used to be a fence there." I told her it's not a priority for us now and she goes "Guess I'll see you in court!"

She can't make me pay for a fence, can she?
