Parking Issues And Towing

Location: CA. I'm in an apartment building that provides parking spaces, however, the entry to the parking spots is along the street and is not connected to the street as a ramped driveway, and is therefore not a driveway. Everyday, people park in front of our parking spaces, blocking us in.

I have reached out to my property manager, and he says there's nothing that can be done. He claims that people have been able to use these spaces fine - I'm relatively new to the property, but I've heard stories of people not being able to park, and being threatened if they ask people to not block them in. There is a tow away sign displayed with the parking spaces, but my property manager has told me he can't do anything and to not tow. We have been told multiple different things by police, including they can't do anything about it and to stop calling them, but also that people aren't able to block people in and the parking blockers get tickets.

There is a driveway that we can use from the building next door from us (although we have to drive a little on the sidewalk), but the building is currently under construction and the is fenced off past the sidewalk. We are still able to use the driveway, however, people park in front of it, leaving our parking completely blocked off. Me and others in my building report people blocking this driveway, but this has led to verbal confrontations, and parking enforcement is slow at responding so the violators rarely get ticketed.

Is there anything that I can do here? I would love to be able to use my parking spot.
