Possible Animal Neglect Case
Location: Gurley, Alabama I work with a rescue that fosters animals (primarily dogs and cats). Out in Gurley there is a person who I will leave anonymous who has a dog and her 8 puppies that are 4-5 weeks old, and is leaving them outside all day and night. Tonight is suppised to be freezing(~15 degrees with a wind chill in the negatives) with possible snow, and the puppies will not be let inside to stay warm. They are al shorthaired dogs that are not able to withstand cold temperatures, and below-freezing temps could be hazardous or even fatal for the babies. Originally she was going to give the puppies to the rescue to keep them safe, but decided to keep them knowing that leaving them outside would risk harm to them. Does this count as animal neglect or abuse? I want to help these puppies but I don't know if anything can be done if she won't give them willingly since AL animal protection laws are horrible. From a quick google search it may count as neglect if they have no shelter but even a small roof or a tarp can technically count as shelter even thoughit would provide no meaningful protection.
