Puerto Rican Adulthood Laws

Location: Puerto Rico

I 26 (f) have a friend who lives in Puerto Rico who is facing an emotionally abusive home life. This Friend is 19 years old and actively wants to and trikes to leave home because her parents are abusive. Isolating her from outside verbal abuse I have documented on camera. (Them telling her to shut up when she doesn’t comply) threatening the lives of her pets and we suspect poisoning them if she doesn’t comply. (Her dog recently died of rat poison the day after she tried to move out. The parents were on their way to abandon her no phone wallet money or other clothes in a city far away from them when she told them she was preparing to move out. Now two days ago she was finally prepared to go with just the clothes on her back and they hit her with this.

People in Puerto Rico are considered minors until 21 so she is not allowed to leave. After a quick google search this oddly is true. No doubt it was quickly googled to hold her hostage further. She has lost hope had her internet and tv privileges removed and has to keep my contact on a sheet of paper and message me in secret because she is not allowed to have friends.

My question is what’s the next move to get her out?

Initial thoughts were if they wanna pull the “you are still a minor.” Card then call CPS

Second thought is have her get emancipated which may be hard to do with he lack of internet access or access to her own documents. She has no funds of her own but has family members in Puerto Rico willing to take her in.

Thirdly I thought since federally she’s an adult if she’s able to leave the island she can leave but I can’t take her in I also live with parents and I don’t know anyone who can outside Puerto Rico

I’m not sure entirely what to do
