Question About Legality Of Tow Truck Driver's Actions

Less than a month ago, while doing a late night/ early morning food delivery around 1am on a Sunday, i was pulled over in a sleepy town, being the only car on the road at the time. (Cop's words)Due to a lapse in insurance, my license had been suspended. (Scary!) So they towed my car. Five days later, on payday, the storage fees were already $760. My sister had just bought a new car, and gave me her old car so that I'd have transportation while i took over her old payments. I decided to do a voluntary repossession with the finance company, and this morning, i saw my car on a tow truck at a gas station. When the driver returned, I showed him my driver's license and asked if I could have the plates off my car to turn in to the DMV. He said i couldn't have ANYTHING. So i took 2 photos of my car and the plates as proof of the car's whereabouts,if needed, for the DMV. Then he saw my parked car, and took a picture of those plates "to let the finance company know i had another car." Can he do that? Will he return to pick up my current car? I know my credit will take a serious hit while I repay my original loan, but should i be prepared for further financial repercussions because of his photos? He looked quite gleeful...
