Reporting Neighbors To Cps
TLDR; after many weird observations of my neighbors kids, I reported them to CPS after their son exposed himself to mine. Is there anything else I should do?
Location: West Virginia, USA
This is a lot but I’ll try to include as much as I can.
Our neighbors are a family of 10 with a live in nanny renting a 3 bedroom house with no basement. The nanny is a 25ish year old man. 2 of their children are disabled.
I am a stay at home mother to a toddler and I have a full garden, so we have been outside all day everyday for the past few weeks. The kids are constantly outside alone, running the streets naked. The older ones we have seen do it too but only once outside of their back yard. We have a fence, but they do not and the next house on the other side of them is a few more yards away than ours, across a gravel path/driveway, so they just wander all over. We have heard the kids say “the door is locked” when they’ve tried going inside sometimes, which has made me think they are locked out on purpose. The older kids watch after the younger ones. They really hit on each other sometimes as “discipline” and cuss at the little ones. I saw the oldest boy dragging the down syndrome one by her arm into the house today while she was throwing a fit. I have NEVER seen the mom EVER. I have heard her yell out the door or window, but again, never seen her. I have seen the dad outside some, probably 3-5 times in the year they’ve lived there. Other neighbors have made comments about the “naked kids”.
We have pretty much tried to mind our own business. We live in an HOA outside city limits kind of in the middle of nowhere. The police have been here once because apparently one of the kids was playing with the phone and called 911. however, the police came to our house because “the call pinged within 100 feet” of our house but we were not even home. We tried to follow up with the sheriffs department and they said they talked to the dad and everything was good.
Just a little bit ago, my 2 year old son and I were in our backyard with the dog tending to the flower bed. My son and the dog like to run through the branches of some baby trees that are growing along our fence. I was about 5 feet away from them with my back turned. When I work in the garden, I always keep my head on a swivel if I have my son out there. The rest of our fence is a privacy fence, but the side we share with these neighbors is just a 4 foot chain link fence, hence the trees. As I glanced back to put eyes on my son, he was looking through the fence and I saw the neighbors 8 year old son standing on the other side of the fence, slightly behind a tree (he couldn’t see me I’m pretty sure) fully naked holding on to a white blanket over his shoulders. I clapped and yelled for my son and went over. The boy hurried and wrapped himself in the blanket and ran into a camping tent they have set up in their backyard.
I already called CPS and gave as much as I could remember with the incident today, but should I do anything more immediate?? I’m not sure if I need to do more. The HOA president laughed when we tried talking to him.
