Restaurant Owner “charging” Staff For Product Loss?

So, we’ve got these little 2oz plastic ramekins that get stolen by patrons and occasionally accidentally thrown away when bussing tables. They are about 60¢ a piece, and are purchased in bulk (about 100 at a time). We run out of them every few months and the owner of the restaurant loses his mind about it every time he has to buy more, and has now said that they are to be counted at the beginning and end of every shift, the staff for that shift is taken note of, and if the count is off at the end of the night he is “charging” us $5 a ramekin for every one lost/stolen. His reasoning for this is that he’s sure we’re just being lazy and throwing away the ramekins with food on the plates instead of removing them from their little holders on the wire baskets they go in. In fact, he’s POSITIVE no patron at his restaurant would do something as silly as STEAL a ramekin. I’ve got “charging” in quotes because although we are down several ramekins, and he has told us we owe him $45, nobody has handed over money and he has not let us know who specifically owes this, if he wants it out of our own money, if he is taking it out of our tips, or otherwise how this perceived debt is to be repaid. My question is: Is this even legal? Can he “charge” employees for lost product? Can this be garnished from wages, taken out of tips, or otherwise be demanded to be paid within the confines of the law? The guy is a lawyer (yeah, idk man, he’s also a total asshole who believes himself above the law) so I think everyone has just assumed he can do this. I do know he can fire any of us for no reason if he so chooses, and that he could probably just fire anyone who doesn’t want to give him his $5. We’ve already talked about pooling money to just buy the ramekins in bulk ourselves and resolve the issue cheaper, but I just want to know if what he’s doing is even allowed. Location: Pennsylvania.
