Should I Pursue Legal Action?

I may be overreacting but I would like opinions. Also for context, I used to work in the building of the lot I parked in. Because I worked there I had a pass and didn’t read what shoppes were for that parking lot, I assumed because it’s steps away from it, it was included. Nonetheless, I went to pick up my meds from CVS. When I got out the car I saw the dominion towing truck across the street, with the guy pacing in front of it. I didn’t think anything of it because I was going to pick up meds and come out. I was in for about 5-10, came out and my car was gone. He must have towed it as soon as I was out of sight. When I called the manager, Brad, to ask how their practice runs, if it’s normal to sit and watch people, he kept saying “assuming that happened” like I made it up. It’s my fault for not reading it, but to be literally lurking across the street, actually made eye contact with me, and then tow my car as soon as you don’t see me rubs me the wrong way. We were not far from each other he legit could have told me to move when I crossed over to the side of the street he was on. From reviews online and posts made on here, Dominion Towing Company is backwards. I even had a friend get her car towed WITH the parking pass in her window and they made her pay to get her car back. I don’t know if HB 959 applies here, if anyone can tell me that would be great. Am I overreacting and should I even see if I should pursue this legally?
