Small Estate Affidavit But Daughter Doesn’t Want Her Share

Just to preface it I’m helping out some relatives and need some clarification.
So I have extended relatives whose brother died recently. He was divorced, had one daughter and 4 siblings. He didn’t own a house, he had a car that was not in his name, he lived off of his social security and only had one bank account. He didn’t have a relationship with his daughter so his siblings are taking care of his things. So they are wanting to close out his bank account and withdraw the remaining funds (which I believe are only about $3,000) so after some research we found that filing a smalli estate affidavit might be the way to go. The only problem is that his daughter doesn’t want any of the money and she lives in another state and I doubt she’d be willing to come down to fill out any sort of paperwork. We could do the filing online but that still leaves the judge ordering a portion to her. Will this be a huge issue? Is there a way around it? Or will they absolutely have to go through some lengthy probate process?
